What is it used for?
It’s a tie down point. I often use it to attach my wet poncho, allowing it to dry after rain. It’s also handy for attaching hiking or packing passes in areas where that’s required. Some folks attach hiking poles or ice axes to it when not in use.

Yes, it’s for an ice axe. Though the pack looks like a shoulder sling, making the axe holder more for style.

It could still be used as a climbing pack from a base camp. Though realistically, it’s more likely to be someone’s everyday bag and not used for holding an axe.

Ice axes have evolved from long walking sticks to much smaller, hammer-like tools. Many climbers now carry two for technical climbing, but they still need to be packed.
It’s also quite useful for attaching hiking poles, which can be annoying to carry when you’re not using them.

It’s purely decorative. Makes it look like the bag is designed for serious outdoor adventures.
I wouldn’t rely on it too much. These parts tend to break off eventually.
